The only forum able to do such a thing is the International Court of Justice. The United Kingdom does accept the compulsory jurisdiction of the ICJ, but that only obligates it to appear should another state that accepts compulsory jurisdiction bring a claim. But since the IRA is not a state, and since the actual government of Northern Ireland is basically loyalist, no such action would be possible at the ICJ.
